Which is better depends of what you like.
When I travel I prefer to stay in a youth hostel instead of a hotel. I prefer to walk or take the metro instead of catching a cab. I avoid the tourist strips and find places filled with locals. I like to talk to people and find out how those in other countries see the world.
Sure I like slumming it, but I've seen the other side as well. You know nothing about what I can and cannot afford. I just think backpacking is a better way to travel.

Only one fluently.
Doesn't mean I can't communicate with people whose native language isn't English. I know a bit of this and a bit of that but unlike the Europeans I grew up in a country that shares no land borders with other nations at a time where there wasn't a big emphasis on learning a second language.

Errrrr... I don't speak to every local.
I speak to those I can communicate with. i.e. those that speak some English. In some instances, other travellers with better language skills, have done some translating. In fact, it's amazing what I've been able to convey even when there's been no language in common.
but unlike the Europeans I grew up in a country that shares no land borders with other nations at a time where there wasn't a big emphasis on learning a second language.
