It's one of those "in the 'way back'" things. Past era indeed. There are a lot of reasons given why it's not that way anymore: worse juvenile crimes, lack of money, lack of money and of course, lack of money. Currently, the juvenile system just turns out better, albeit younger, criminals. The same way with adult prisons.
