The Adam Walsh Act (H.R. 4472) signed into law last July amended 2257. These updated record keeping regulations are a result of those changes to the law. The DOJ was supposed to have posted them back in January, but you know how all things gov't tend to happen.

I attended the FSC meeting on Sunday morning at Cybernet Expo where Greg Piccionelli spoke at some length about this very issue. You can expect the FSC to file new and revised motions with the court at the appropriate point in the approval process for these revised regs.

Mr. Piccionelli was of the opinion that the 4472 changes actually increase the chances of getting the entire law tossed out. Time will tell. This isn't going to get resolved this year, perhaps by this time next year, but I even doubt that it will be done by then.
