Like Gonzo said, it is a costume plain and simple. Does the website the girl is going to be on have a 2257 statement? do they state she is over 18 or do they hint that she is underage?
most sites, and I can only imagine that Hell Puppy would be very responsible when it comes to this, are not going to try and insinuate that a girl is underage. The girl may be young, shit 25 is young to me, but that doesn't make it illegal or immoral.

I think this really needs to be settled the correct FFN way. Gonzo and Hellpuppy must put on the briefs in question, take a picture, post it, and let us decide if they look under than 18.
