With 25 billion in damages, its no surprise some poor mcdonalds worker wouldn't think twice about grabbing a drill, sledge hammer and a bookbag and looking for some atm machines, who's owners will be repaid by insurance companies. When your poor and you've got nothing and the town is now available for a free shopping spree....how many of em are going to resist?
Easy to look down on em, probably not as easy to actually be them their whole lives. Now a middle class person looting should deffinately be shot at close range!
