These drivers get paid minimum wages and just drive around in circles throughout the downtown metro area for bout 10 to 12 hours a day.
So..
1-BOX TRUCK: $5.000 (if purchased in undisclosed quantity)
2-LICENSES: Depending on what city or county? These change on what a truck needs and licenses are priced at.
3-AD BOX: Well, Are ya gonna use these silly roller ads? or the new digital display screens? This will effect the price depending on the programer.
4-INSURANCE: Since the vehicles aren't hauling people "Besides the Driver" and theres no valuables freight inside, the basic business insurance should be liable for that state.
5-DRIVER: For minimum wage? yup, these plenty of unmenployed people with drivers licenses around? right?...

I've seen actual trucks that are like 2 feet wide. Truck bodies with billboards on the back.
I have actually used a variation of this for years when I was in the retail Video/printing and Photo lab biz.
We bought a $200 trailer frame at the harbor freight, put a 4 X8 2 sided sign on it, and dragged it around town, through parades, etc.
VERY effective.
Evene had a fight with the township I lived in when I parked it there at night.
(I won by the way, as it was a duly registered vehicle in the commonwealth.
And the judge thought the whole thing was funny.)
