Good stinking....err...thinking
Absolutely, The flatbed stand ads been around for years.
But in the major larger cities its becoming more popular the smaller box trucks that's being seen all over major metro areas.

The trucks are empty, (just containing the rolling ad mechanism) the ads rotate every 45 to 55 seconds displaying a different sponsor.
These drivers get paid minimum wages and just drive around in circles throughout the downtown metro area for bout 10 to 12 hours a day.

So..

1-BOX TRUCK: $5.000 (if purchased in undisclosed quantity)
2-LICENSES: Depending on what city or county? These change on what a truck needs and licenses are priced at.
3-AD BOX: Well, Are ya gonna use these silly roller ads? or the new digital display screens? This will effect the price depending on the programer.
4-INSURANCE:
Since the vehicles aren't hauling people "Besides the Driver" and theres no valuables freight inside, the basic business insurance should be liable for that state.
5-DRIVER: For minimum wage? yup, these plenty of unmenployed people with drivers licenses around? right?...
