The difference is pretty subtle and you're talking semantics. Basically you're saying that if you call someone a rapist and you're wrong, that's okay if you admit you were wrong later, but if you call someone a rapist and are wrong but also know you're wrong, that's bad.
If you say someone is shaving and it hurts their business and later you find out you were mistaken and apologize, you still injured them.
The smart thing to do is to not say anything unless you're 100% sure, if it's something that can cause someone injury to their business or reputation.
