Starving, as in starving for work..
Any designer has 'off time', for example.. they could be waiting for client's feedback, or waiting on the payment to come in.. many reasons.
If they have free time, they could participate..
New designers can build their portfolios, if they had no clients yet in the industry and they would like to get started..
There are many options.
For clients who are on a budget, or who is just too picky, it's a great option to see plethora of work before choosing the right one.
