I've not seen "evidence" to support one thought or the other. Just a bunch of people screaming "Why weren't they here to help us?". I sure did see a lot of cars floating around though. Part of me has to think they had owners somewhere
Honestly, I think there's blame to go around from the citizens to local government to FEMA. I don't think one group/person did something wrong, it was a culmination of everything.
