Are those buses the property of the School District of New Orleans, or do they belong to a private vendor?

If they are the property of the School District, does the mayor have authority over the school district (in most cities they do not)?

I gotta wonder how many people around here who are taking swipes at Nagin for what he didn't do would be screaming "Private property rights" if he had done something radical.

There is more than enough incompetence to go around at the city/parish, state, and local level. How Nagin or Blanco fucked up or didn't fuck up is only one part of the clusterfuck that has been the response to Katrina.

What is of far greater concern to me is the response by FEMA after four years and billions of dollars supposedly invested in our ability to respond to such incidents.
