A lot of these people really had no way to get out on their own. They would have had to walk out of town(which some of them did after the storm) but I seriously doubt they would have had enough of a warning to get themselves out of harm's way before the storm hit.
What Clinton proposed about the buses would have been a good idea. They're using them now to evacuate people out of the city, so what would really be the difference of using them before the hurricane hit as opposed to after except some of the lives it might have saved...
