agreed, about 25% of my friends were arrested for drunk in public. in a college town, like austin, its their bread and butter. most kids go to college right from high school (they are 17/18/19). That means they are there 2-3 years before turning 21. The cops know this, and bust balls, big time. The kid was being a kid, but since he's Bush's nephew, he gets it a lot harder than everyone else.
