It's just that it's not only the looters they have to worry about. It's disease as well. Just walking through the water is dangerous now, and getting more dangerous by the hour. Once the mosquitos start breeding, you've got flying death in swarms with west nile virus. Rotting bodies, floating sewage... this is no time to be staying just to stay. They're in serious physical danger from all kinds of different threats.
