What's even more worrying is that it's a tactical nightmare.
The strip of land 5-10 miles wide immediately north of the DMZ probably has the highest concentration of artillery in the world - all of it aimed at the capital of an ally. An attempt at the mythical "surgical strike" would unleash a war. It's very unlikely that the ally we are there to protect will be willing to risk that sort of confrontation. It's even more likely that most scenarios for war in Korea, given the size of the U.S. military EVEN WITHOUT the situations in Afghanistan and Iraq, involve use of the weapons we don't want him to have.
There might even be some neocons who could see the problem with that (hey, I'm a liberal - we are by nature optomisitc).
