Vick, Bush is President. His party has control of the house and the senate. The only thing holding them back is that the Supreme court justices are dying off like they planned.
They can come up with an idea, put it into law, and run with it, all without much more than a "how do you do?" to the democrats. This is how the US has ended up with records deficits AND record tax cuts (can someone explain this one to me? Seems like a really obvious problem!).
When I say "I blame the boy", it really means that I blame the whole republican side for allowing the boy to have as much power as he does enjoy - much more than any president in the last 30 years or so (back to before Carter, I guess). I don't even Reagan had this much control over everything in range.
When he controls and pulls the levers of power, he is there to eat the blame when it goes wrong (and go wrong it does... )
