My theory of WHY is because:
1) the drop outs are the major benefits of social programs and hand outs
2) post grads are smart enough to understand that those social programs and handouts are nothing else but SAFETY valves,
designed to prevent social uphevals a-la Russia in 1917.
Poor people in mass with weapons are not a pretty picture for society.
(Anybody who lived thru LA riots would agree, even though it was on a lighter scale - no weapons)
