Absolutely. All the counter-points you make are good ones. But when you pose the question as a 'one or the other', I would still choose traffic. Perhaps I am approaching this from a different perspective. Im not viewing it as an existing affiliate program with existing webmasters, other sites, etc. Im viewing it from a purely 'start from scratch' view.

You are basing your choice on the incorrect theory that having traffic GUARANTEES you will make enough (or any!) money to pay for the next step ... it doesn't ...
What if you don't even have your own cookie cutter site but you have traffic? Of course there's plenty of solid, reliable affiliate programs in this industry with sites that match your traffic to chose from who will guarantee to pay you ... aren't there?!
