BEIJING, China (CNN) -- The United States has come to six-nation talks on North Korea's nuclear program offering a proposal to end the 20-month deadlock.
"We are prepared for serious discussion and we have a proposal to offer," U.S. Assistant of State James Kelly told delegates, "our common goal is a Korean Peninsula that is permanently free of nuclear weapons."
Kim Gye Kwan, the chief North Korean delegate, espoused a similar goal, saying his country also wants to denuclearize the peninsula. "
The New York Times reported on Wednesday that President George W. Bush had authorized his envoys to offer Pyongyang what could be significant but "highly conditional" incentives to give up its nuclear weapons.
