I think its more about some goverments not knowing about it... the same countries which have some of the most protective laws regarding how to handle farm and pet animals, well they have no laws against zoophilia.
There are even people who think that bestiality is legal in some European countries - ex. The Netherlands, Denmark etc., however that is not the case - there are simply no direct laws making it illegal in those countries, but I bet you if their goverments ever hear about how much bestiality is comming from them, then they would make it illegal.
