Perhaps it is the severity of the injuries? Shoshana was shot in both legs, Jessica had both legs broken. IIRC Jessica also had other breaks and/or fractures and was also shot. (And raped or not raped, depending on who you hear it from.)

I wonder what "rules" they use to make the disability determinations. I honestly don't think the media has anything to do with it; the only reasoning I can think of is that Jessica's injuries were more severe in some way than Shoshana's?
