Paypal used to say "Our job is to get to the cash to the seller, like an ATM - if you're screwed over, tough.". Have they changed their policies now that they're owned by Ebay?
And I agree 100% about not doing anything out of the country. I know someone who's ticked because he sent $3K via Western Union to someone in Russia, never got the product and now can't contact them. Doh!
