The guys you should hook up with is photogregg.com they are on the board. They have sets you can buy so cheap. No point in paying monthly for content at first.
You should start with a nice collection of video and stills. Start getting signups and then expand. Have weekly or even daily updates. Get a script that you load the content into and it publishes on the dates you want it to. You don't need a full blown content manager. I used one made by a friend. It's cheap and works great.
