He's telling his surfers to join for 3 days and cancel, so that they don't have to spend any money. Since the surfer can't read English, he's probably having trouble cancelling or just doesn't, ergo the huge chargeback ratio. A lot of free trial sites (I haven't looked at those he's advertising), make it pretty tough to cancel, so that could be one problem.
I mirrored my site in Spanish back in 98 when I opened LP..it was the same members' area, all the same pages, just the links took them to the Spanish mirror of a page. Lots of work! I kept it totally up to date, all the service pages were in Spanish, etc.
6 months down the line I have a 14% chargeback ratio on the Spanish mirror and less than 1% on the English mirror. I closed the Spanish site immediately and stopped taking that traffic.
There's a reason why a lot of sponsors don't want the foreign traffic. At least when my surfers wrote to me in Spanish asking for help, I could write to them. I don't know how many emails I translated back then for other paysite owners, but it was a lot. If they can't communicate, they are going to charge back. Also, South America is a hotbed of cc generators.
I can't judge in this case, could be that this guy is sending traffic honestly and it's just his surfers that suck. That sure was true in my case. Or maybe he's fucking the sponsor. Hard to tell.
