This is an interpretation thing. You have a condition and multiple codes that could potentially be associated with that condition. The codes are so loosely defined and overlapping, that there can in reality be multiple legitimate answers, but only one is correct according to the book and the class. Although they'll admit that insurance companies will typically accept any valid coding for the condition.
