Well, I'm afraid I can't tell you much more than you probably already know. Based on the shape and decor, SET 1 most likely dates from the 1960's, give or take a few years.

SET 2 is more difficult since that kind of work has been done off and on in Europe and then here in the US for 150 to 200 years. The shape seems more contemporary to me, but you'd be better served having someone local take a look so they could examine it first hand.

In my opinion SET 2 has more potential to have some collectible value.

Set 1 was most likely mass produced and is from an era that really isn't all that collectible yet.

The value of Set 2 really depends on how that coloration was obtained. If it's an applied decoration added after the glass was made it will have far less value than if the coloration is actually part of the glass making process.

I suppose it's possible, if it was purchased outside the use and brought back by an individual.

There was also a fair amount of glass imported into the US from Romania in the 1980's, but it was all blown glass. Set 1 looks like pressed glass (molded) to me.

Without more detailed provenance I'm still leaning to US manufacture.

Find a large Antique Mall in your area and phone them. Ask if they have a dealer that is knowledgable about art glass, that you have a decanter set you're interested in selling. They'll likely put you in touch with someone that has the knowledge to know what you have once they've had a first hand look.

I lived in Russia for years and that shit was everywhere. It could well have been made in Romania.

wouldn't it have an engraved or pressed seal or marking somewhere to identify its origin? kinda like old school china

It probably had a paper/foil label that was long ago removed.

if it is Russian, you might look closely at the decoration and you might see kinda hidden some Cyrilic script...possibly on the side. Sometimes it just looks like the decoration if you don't know what you are looking at
