TW looks to be moving away from the "all you can eat" unlimited downloads and moving towards a tiered system, charging more as user use more bandwidth.

Dudley said that a small group of super-heavy users of downloads, around 5 percent of the customer base, can account for up to 50 percent of network capacity.

Effectively, it is probably one of the best ways for these operators to shut down or limit people's desire to use P2P networks. I think that capped network usage may in the end be a boost to regular porn sites, because people may move away from the P2P networks to avoid paying excessive bandwidth bills.

This is also a move that would be a slap in the face to Skype, Joomla, and other P2P style file spreading / bandwidth leeching services. It also sort of flies into the face of the Apple movie distribution via Itunes.

Yea.......I wouldn't go celebrating too quickly there.......I'll lay my money down for a bet that this ends up being worse for EVERYONE.

And since Comcast is quickly becoming a Defacto monopoly, we're all gonna suffer.
(Until Verizon rolls out the fibre....Spring of this year for us)

Yeah man, they have all kinds of packages ... you can get different up and download speeds. Check it out at Verizon.net I'm sure they will offer the same at every area.

Sympatico here in Canada has the same sort of thing now, a 16meg "fiber" service... but with a 30gig per month bandwidth limit. A dedicated downloader could blow that off in the first day.

My original though on this story is this: If there is a hand (and somewhat expensive) bandwidth limit, end users might be a little more inclined to either not use P2P, or (almost as good) only keep their P2P clients turned on when they are actively downloading. The less nodes out there, the longer downloads take, the more likely complete files aren't available, etc.

I also think this flies directly in the face of services such as Itunes, Netflix, and similar offering full movie downloads. If you download even a couple of movies a month against say a 30 gig bandwidth limit, it might be enough to push you over the top, making it cost more to download than it would to just rent locally or do a standard netflix in the mail process.

I think some ISPs are realizing that a very few power users are using a lion's share of the network resources, and in some cases, slowing down network performance to do it.

On the other side, the government has been knocking on that other ISP's door trying to figure out about their traffic shaping tools.

I have to find an "uninfected" computer. all of mine have been on the verizon site at one time or another, and it knows where I am. the website sets itself up to what's available.
Here they aren't really advertising it yet. But I know fiber is scheduled for roll out spring 2008, and my local guy has been running around the past year installing fiber everywhere.
He let me know they never even installed the DSL cards they had for some of the outlying areas, and just skipped right over them.
