Heck wit it, Art is what someone see's in it, not neccesarily what the artist means for interpretation.

So what I see is that Smokey the Bear got promoted from stopping camp fires to busting public nudity in parks.

I think the trees with the rings are the designated bear shitting areas.

The bear looks like it is asking to join in and maybe is fearful about being discriminated against for being non human.

Then again I don't read Russian so maybe he is just asking for some toilet paper before using one of the designated bear shitting areas.

The first one looks like it was done by someone who was talented whilst the second one looks like it was done by a kid in kindergarden who was raised in a nudist camp with a bear problem.
