as far as on topic , I would say depends on what the financial situation is to develop the site.

if you have the time and money and patients to develop it I would say do that . If that is not a good timing thing for now, then run it for sale ask a high price and if someone wants to pay your price sell it if not hold it until you are ready to develop it .
