Where is the best place to do this, without it possibly going into an auction?

What purpose are you buying the domains for?

Reselling potentially, but some are for personal projects being worked on

The reason I asked is that during my time in the SEO business I had clients ask all of the time about buying expired or expiring domains for their Google PR. I assume that all know now that PR is essentially reset when the listing information of the page changes.
Backordering can take forever too. I played my hand at buying some expiring domains and it didn't pan out so well. I'm sure that for anyone with the time and patience a few $$$$ can be made in domains.
I just picked up TEPFunds.com through GoDaddy.
Gonna throw this to a finance related aff program now as well as list the sucker on sedo LOL
