Yeah they're doing well...
Heard this morning they were below their quota AGAIN for the 4th straight month... and that's AFTER realising they couldn't make 8000 and lowered may's to 6700.... they were still 25% blow the required numbers

In my experience, a Marine Corps recruiter who pulled shit like that* could find his next (and last) duty station being historic Ft. Leavenworth, Kansas, making little ones out of big ones, before being awarded a dishonorable discharge.
The * is because I have investigated allegations like that. I was involved in military recruiting at a district headquarters level in the late 70s, before Reagan a) brought pride back to service, B) sent the sort of jobs that raw recruit material could qualify for overseas, or both. All of the services had difficulty meeting quotas at the time - from what I'm hearing, it's getting just as ugly today.
In the vast majority of cases where allegations like that were made, the recruiters were usually pushing the edge of acceptable salesmanship - but Johnny or Janey was playing the recruiters off against Ma and Pa too. If I threaten to join up maybel they'll get me that car, let me go to college away instead of locally, blah-blah-blah.
We did have one guy who kept recruiting at the local mental health facility. It took me a year and a half to bust the creep - finally got him when he sent me a pyromaniac who wanted to be a fuel handler on an aircraft carrier.

Recruiters are salespeople. The have quotas to meet. They have quality standards to meet.
The odd thing is, the "product" they sell is also a commodity the government requires.
They're selling a tough product (an entire change in lifestyle) to a flakey target market (18-24 year olds).
If recruiters didn't "...try to sell ... like a used car salesmen", you'd find yourself sweating bullets hoping and praying your birthday doesn't win a lottery, because if they quit selling the product, then the government will take the necessary steps to obtain the commodity.
