The lowest approval-rating average went to President Carter, who left office with 45 percent.

No correct guesses yet. I'm getting different answers as I look in different places. but i think have a reliable source.

BTW, the guy with the second lowest will probably surprise you. Surprised me anyway., but in retrospect I should have known.

Gallup on 12/8/80 has 34% for Carter. I have two presidents lower from my source. Source: Roper/Gallup.

Nixon, Yup. 24%.

The surprise (to me) was Truman at 32%

August, 1991. Only 2% had Clinton as first choice for Democratic candidates. That was a hell of a campaign they ran.

That I knew. Both left office quite high - historically. Reagan's ratings were only about average during most of his term. They've continued to rise.

Truman isn't a huge surprise to me, really. He did have the dirty job of dropping the bomb - twice. That had to have had a negative impact on public opinion even though by doing it he essentially ended the war in Japan.
