By the looks of these changes I'd say no:
MasterCard Compliance Changes:
Remove all pricing except for price teaser - you can no longer post any specific pricing on your website. On your "Join Page", you may post a single price teaser such as, "Join Now! Subscriptions start as low as $9.99.
Remove all MasterCard marks (logos) from site
Clearly identify iBill as the merchant from which the subscription will be purchased - The traditional pricing grid on the join page is replaced by an iBill logo and verbage such as, "Please visit iBill, our authorized merchant, for access to yoursite.com."
I've not really had much bad to say about IBill of late, since I honestly thought they were getting their act together. After seeing their 'portal' solution and hearing some rumors about other stuff, I am completely amazed that a company of that size does not have more technical ability and a better grasp of the business they are trying to do.
This is, of course, only my opinion.

Ibill not processing MC? Are you sure CJ? Isn't it just a new compliance?
I got a notice that CCBill is going to accept international MC which is a major step.

dunno as long as Visa don't try to ban webmasters from drinking beer and smoking weed I think it'll be ok ;o)

ARS never dropped payouts they're dumping free trials like everyone else but didn't change payout.s
