North Korea is attempting to raise about $500 million by selling "People's Life Bonds". The
bond reaches maturity in ten years and - get this - it offers NO interest. At the end of the ten years, there will be a lottery and the winner will be entitled to interest. Bond buyers will also be awared with a decoration of affection by the N Korean government.
